This illustration is by French artist Ch(arles?) Pilatte. He did fashion illustrations on speculation for various French fashion houses. Virtually impossible to reference online, a very small bit of information about him as well as one of his illustrations can be found on page 66 of The Opulent Era: Fashions of Worth, Doucet and Pingat by Elizabeth Anne Coleman; Thames and Hudson pub.
